Small business certifications — 8(a), HUBZone, SDVOSB, WOSB, and general small business status — are tied directly to your CAGE code and SAM.gov registration. Getting certified unlocks set-aside opportunities worth hundreds of billions of dollars annually. The federal government sets aside a significant portion of its procurement dollars specifically for small businesses and socioeconomically disadvantaged firms. These set-asides are administered through certification programs managed by the SBA, VA, and SAM.gov. Your CAGE code is the anchor for all of these certifications — the code ties your certifications to your legal entity and makes them visible to contracting officers who search for qualified firms.
General Small Business Status
Small business status is the most broadly available certification. It is self-certified in SAM.gov during your entity registration. The SBA determines size by industry using the NAICS-based table of small business size standards — typically measured by number of employees or average annual receipts, depending on the industry. SBA 8(a) Business Development Program
The 8(a) program is designed for small businesses owned and controlled by socially and economically disadvantaged individuals. 8(a) participants gain access to sole-source and competitive set-aside contracts reserved exclusively for program participants. The program lasts nine years, divided into a developmental stage and a transitional stage. To apply, register at certify.sba.gov and expect a thorough review of ownership, control, and personal net worth. Once certified, your 8(a) status is reflected in your SAM.gov CAGE code record.
HUBZone Certification
HUBZone (Historically Underutilized Business Zone) certification is available to small businesses located in designated economically distressed areas. The SBA maintains an interactive map of HUBZone boundaries. To qualify, your principal office must be in a HUBZone, and at least 35% of your employees must live in a HUBZone. The geographic nature of this certification means that address verification is critical — your CAGE code record must show the HUBZone address.
Service-Disabled Veteran-Owned Small Business (SDVOSB)
SDVOSB certification is available to small businesses majority-owned by veterans with a service-connected disability rating. Certification moved to the SBA in 2023, replacing the former VA self-certification process. SDVOSB set-asides are used extensively by the Department of Veterans Affairs and the DoD. Verify your certification at certify.sba.gov and ensure it appears in your SAM.gov record.
Woman-Owned Small Business (WOSB / EDWOSB)
WOSB certification is for small businesses majority-owned by women. EDWOSB (Economically Disadvantaged WOSB) is a more restrictive subset for women who meet additional economic disadvantage criteria. Both certifications are issued by the SBA and appear in SAM.gov. WOSB set-asides apply to specific NAICS codes where women are underrepresented in federal contracting.
